The exhibit of YangMingShan Flower Festival 2012 starts from 17th Feb to 18th March 2012. If you would like to go there via public transportation, you can take MRT to Jiantan MRT Station & Shinlin Station, and transfer the bus #260, red 5.

You can also arrange this tour to Beitou hot spring resorts. If you would love to do so, then you can take the bus #230 from MRT Beitou statation.

As eeveelugia already mentioned, the cherry blossom season in Taiwan starts between the end of winter and the beginning of spring (late December to April). In addition, the earliest cherry blossom season in Taiwan may start in Sanzhi Dist., New Taipei City (located in Northern East Coast of Taipei)”Sanzhi Early Cherry Blossom”. With the feature of slope ramp, this area breeds many original Taiwanese types of cherry blossoms, e.g. 緋寒櫻, 八重櫻 and 吉野櫻. So far, more than 15,000 sakura trees are planted with 70 kilometer long. It is truly a breathtaking scene which you would have to witness by yourself. Every year, tons of tourists and locals come here to celebrate the events (櫻芝戀).

You can plan a whole day trip to Northern East Coast (Jiu Fen, Jinguashi, Ruifang, Keelung, Shifen, Qingtong) with a pre-book driver. Usually it takes TWD 4,500-4,800 per 8 hours for a 4-seated taxi. If you are travelling with a group of 4 people, I personally think it would be the best way for a flexible and hassle-free experience!

The best month to visit Taiwan for cherry blossom is March, but do expect crowds everywhere.

North Taiwan: 

Yongminshan (Feb-Apr), you can also see azalea flowers and calla lilies in March-May.
Tainyuan Temple (天元宮, Mar-Apr), near Tamshui, crowd is terrible.
Wulai (Feb-Mar)

Central Taiwan:
